With proper and required notice having been provided to the Alabama Secretary of State’s Office along with posting on the website of the Alabama Secretary of State, a meeting of the Alabama Professional Bail Bonding Board was held on March 12, 2020, at 465 South Bainbridge Street, Montgomery, Alabama. The meeting was called to order at 10:30 a.m. by Chairman Chris McNeil.
A quorum having been established, the following Board members were present:
District I: Chris McNeil
District II: Gustavius Maxie
District III: Vacant
District IV: Alesia Kyser
District V: Victor Howard
District VII: Edward Giles
The following Board members were not present:
District VI: Jimmie Lay
Circuit Clerk: The Honorable Carla Woodall
Judge: The Honorable Spiro Cheriogotis
Also, in attendance was Madeline Lewis, Alabama Attorney General’s Office, Board Attorney; Claire Austin, Acting Executive Director; and Brenda Holden, Administrative Support.
Unless otherwise stated, all votes of the Board were taken by a show of hands.
The meeting was opened with a prayer offered by District VII Board Member, Edward Giles.
A motion was made to approve the agenda by Victor Howard and seconded by Alesia Kyser. Motion passed unanimously.
The minutes of the February 20, 2020 was distributed and reviewed. A motion was made to accept the minutes as presented was made by Victor Howard and seconded by Alesia Kyser. Motion passed unanimously.
Brenda Holden pulled up the registration page being developed by Alabama Interactive and Victory Howard preformed a test run through the application process and pointed out areas that needed attention.
Claire Austin distributed the latest copy of the Rules and Regulations the Board and sub-committee have been working on. The board continued reviewing line by line with suggestions and recommendations being made and discussed.
Motion to recess for lunch was made by Alesia Kyser and seconded by Jimmie Lay. Motion passed unanimously. Meeting recessed at 12:07 p.m.
At 12:39 p.m. meeting reconvened with all previously listed Board members present, along with Madeline Lewis, Claire Austin and Brenda Holden.
The Board continued the review and discussion of the draft Rules and Regulations. Additional time will be needed to complete the process.
Chairman Chris McNeil will inform the members of the date, time and location for the next meeting of the Alabama Professional Bail Bonding Board by Monday, March 16, 2020. As soon as it is decided a notice will be made on the Secretary of State’s website.
A motion to adjourn was made by Edward Giles and seconded by Gustavius Maxie. Motion passed unanimously. Meeting adjourned at 2:24 p.m.
